UPDATE: this was a Phillies players decision
I'm told the Phillies' decision not to play tonight was made by players and not in concert with the Nationals players.

According to Jim Salisbury, the Phillies will not be taking the field tonight in protest of the shooting of Jacob Blake in Wisconsin.
